Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Bandung terus melakukan inovasi untuk mempermudah pengusaha dalam memperoleh perizinan, salah satunya dengan melaunching Sistem Layanan Online Cetak Sendiri (Siloncer) dan Integrasi Sabilulungan Sistem Informasi Perizinan Terpadu Online Single Submission (Samirindu OSS).
The process of collecting surface water tax, hereinafter abbreviated as APER, must basically be carried out in accordance with the procedures stipulated under Regional Regulations. One from many types of local tax that included in Regional Original Income (PAD) is Surface Water Tax, which is one of the sources of finance for government and regional development to improve the welfare of the community. The procedure of collecting surface water tax is directly carried out at the Regional Revenue Service Branch (CPPD) of West Java Province, West Java Regency that is in cooperation with the One Stop Integrated Service and Capital Licensing Service (DPMPTSP) and Water Resources Management Agency (PSDA).
In the implementation process, starting from the process of stipulating the Water Taking Permit (SIPPA) for new Taxpayers, registering and conducting data collection, submission, Water Acquisition Value (NPA) to Dispenda, Reporting and Regional Tax Return (SPPD), tax determination, provision tax, the distribution of the Regional Tax Assessment Letter (SKPD) to the Company for billing, and then the taxpayer makes a payment transaction. From the results of this study, the authors suggested that the Regional Revenue Service Unit of West Java Regency Padalarang, have to provide the direction and give counseling to the taxpayers both directly or indirectly to taxpayers who use and take surface water without causing damage for the environment. Dinas Penanaman Modal dan Perizinan Terpadu (DPMPTSP) Kabupaten Bandung is one of governmental organization, it is formed to serve public effectively through licensing or investment to construct public business and provide the requirement of licensing for other governmental organization. Since it is the governmental organization, they have to serve public maximally by using information technology to supporting their core process to gain a faster service and make a continuous improvement toward their services. This study was conducted using business architecture of enterprise architecture frameworks to determine the improvement towards their business service. The study generates business service improvement, namely business service target that leads to generates new business process and as a foundation for data architecture of DPMPTSP website’s improvement. This study begins by identifying current business architecture, impacted organization and business requirement gained from true customer needs and business needs request from authority, then make the new business architecture.
The study resulting the improvement and additional of new business process based on business requirement that indicates to helps DPMPTSP to serve public better and also shows the functional decomposition diagram as foundation for data architecture to complete the enterprise architecture process. The study shows 10 points should be exist on DPMPTSP on licensing activity, it contains four points should be improved for existing activity and six point for new activity.
